Proposal for a high-quality new employment park on land next to Junction 25 of the A14.

Overview - What are we proposing and why?

Cambridge is growing – making good decisions about where and how to plan for, manage and maximise the benefits of growth is important.

The objectives and rationale for our wider site masterplan remain the same as those we presented in autumn 2025.

In simple terms, this is a proposal for:

  • Helping Greater Cambridge to grow in a sustainable way

  • Providing around 2,900 new jobs and training opportunities near to existing and planned future homes – in addition to creating approximately 500 jobs per year through construction (for a three-year construction period). This was up from around 1,200 and 235 respectively from our autumn 2025 consultation.

  • Delivering sustainable and high-quality employment premises for new and existing companies to invest, expand, and occupy

  • Creating a nature park together with supporting community and amenity infrastructure for future employees and visitors

  • Delivering significant net gains in biodiversity through the retention and enhancement of the existing natural environment and strategic new landscaping.

The Cambridge 25 site

The site is immediately east of the A14 and north of the A1307 between Bar Hill and Northstowe.

It is ideally located to help meet the identified need for employment floorspace in Greater Cambridge. It has excellent access to the strategic road network including the A14 and M11, as well as existing pedestrian and cycle routes connecting the site to local villages and into the city.

This makes it the nearest suitable site to Cambridge that's not in the Green Belt.

The Cambridge 25 site’s suitability was recognised through the draft allocation it received in the draft Greater Cambridge Local Plan for around 240,000 square metres of employment floorspace with ancillary uses.

March 2026 update

The additional public consultation on our wider site masterplan has now closed.

We invited feedback from the local community on our draft proposals for the wider Cambridge 25 site during a public consultation which took place between 17 February – 10 March 2026. Thank you to everyone who engaged with us and provided comments on the proposals. All feedback submitted during the consultation period will be considered by the project team ahead of the submission of an outline planning application in spring.

February 2026 update

Last year (autumn 2025) we introduced our proposals for Cambridge 25 and invited views from the community and stakeholders to inform an initial planning application. This was for c.123,000 square metres of employment space on our land at J25 of the A14.

Then, in an important next step for the emerging new Greater Cambridge Local Plan, the wider Cambridge 25 site received a draft allocation as a major new employment site for c.240,000 square metres of floor space – reinforcing our site's suitability as a key part of the district's future growth plans.

Recognising this – and responding to the wider site allocation for employment – we're carrying out further consultation on an updated masterplan that is both comprehensive for the full site and more closely aligned to the aspirations and objectives of the Draft Local Plan.

Everything we learned from consulting on the initial 2025 proposals has been carried forward into our revised designs.
